Rule (automatable) Judgment (human decides)

Decision rules

  • R1 IF no valid visual inspection is documented THEN no vehicle handover, regardless of verbal assurance; TRV-050 and TRF-030 remain blocked for this person.
  • R2 IF total vehicle mass is over 3.5 t THEN class C1 or C is required; the mapping of vehicle class to driver's license class is ⚠️[VERIFY — source: § 6 FeV, vehicle documents of the specific vehicle].
  • R3 IF driver's license was issued outside the EU/EEA THEN check recognition period and re-registration requirement ⚠️[VERIFY — source: §§ 28 to 31 FeV, issuing country] and document the result before a vehicle is handed over.
  • R4 IF conditions are noted on the driver's license (example: vision aid, automatic transmission) THEN restrict vehicle assignment in TRV-050 accordingly.
  • R5 IF a person is scheduled as FA THEN additionally activate the working and driving time regime per TRF-040, since driving is then the primary duty rather than a secondary task.
  • R6 IF validity expires during production THEN automatically set a block on the expiration date and inform FPL 30 days in advance.

Common pitfalls

1. Visual inspection is done verbally at the work site and never documented → in case of damage, the production can't prove fulfillment of the owner's duty. 2. A transporter over 3.5 t is handed over to a person with class B because "the vehicle looks like a bus" → driving without a license, insurance coverage at risk. 3. Expiration of validity during a long work block goes unnoticed → trips in the final work weeks without a valid license. 4. A foreign driver's license is accepted without checking the recognition period → trips are not permitted even though a valid-looking document is presented.
